Locking the converter

I'm curious as to when the best time to lock up the torque converter is. I recently installed a lockup switch but haven't had the opportunity to play with it yet.

My chip locks mine at 75 mph.

Exactly what do you mean by "the best time"? 2pm? 10am? Drag racing at the track/on the street? Cruising? Sorry, a little tongue in cheek there.
I found that flipping the switch before the start of the race, after my burnout, picked me up 2 tenths and 2 mph. Worked for me. I don't use the switch at all on the street, just let the computer lock up the TCC when it wants to.
