So I have a nice miller mig welder and took college welding classes. Is this something I could cut out and weld in myself? Along with the chemical rust treatment like por-15
POR 15 is crap that may/may not work.
There are others that will do the job. Rust Mort, etc. Do a search.

I've done many of these on other cars, namely 55-57 Chevies.
You have the welder. I use .023 mild steel wire.
You need a spotweld cutter and some inserts, drill motor, etc.
You need some method of cutting, such as an air saw, cutoff wheel/die grinder, etc.
I have a electric 4" grinder from Harbor Frt. It's a absolute killer on sheet metal! I use the super thin wheels so the gap is very small and easier to weld shut.

I'd drill out the spots on the seat bracket first and see what's under it.
