Red Wire in Fuse Block

There is a solid Red Wire in my fuse block that is hard wired in there. It looks like it runs from the fuse block behind the dash somewhere over by the blower motor. I'm trying to remove my dash and this is keeping me from it. Should i cut the wire then splice it back together. anyone else had this before

That is most likely the ignition wire running to the starter. I would not cut it, no matter what........ It has to have a connector holding it in place somewhere. Do you have the copy of the service manual CD that is floating around on the board? It will probably help you with this issue.
