Need comment on emission results.....

I took my car for the NJ state inspection this morning. I have 55lb. injectors, Testa chip, and the cat that came with the Houston downpipe.

Now, I literally get a headache from the exhaust fumes if I drive my car for a long time, so I thought it would fail for sure. When the test guy had my car on the emissions dyno, I could smell it from 30 feet away, it filled up the whole building, but it passed.

NOx limit is 1146, my car 1127
HC limit is 152, my car 108
CO% limit is .86, my car .41

Barely on the NOx, but it made it. The tailpipes on my car have that thick film of soot like on a '60s car with the carb too rich.
Why did it pass?

Comments please.

PS It's an 87.
 
You paseed because it was probably running okay during the time it was tested. The NOx is high for a few possibilities, EGR is not functioning properly, cat is dead and or if the car is burning oil, it may be reducing combustion efficiency. I'm leaning towards the later two. A dead cat may explain the obnoxious fumes.
