i would not pick-up the car until the motor and parts are back. If you must pick-it up, I would go there on a monday, if you go on sunday he can claim that the shop who has the engine is closed, i would go during a work week that way he can't try to give you an i don't know story in front of a policeman ( bless those who are stepping up-they should know what a stage-2 looks like ) that way you can ask him to call whom-ever has the engine or to provide you with the address to the location, if he gives it to you go and check to make sure the engine is there or at least call them and inform them that you will be picking up the correct engine with the police. ( which if it's a stage-2 engine is it's worth quite-a-bit.
I'm with tjthorson, i would not pick-up one without the other, he may be legally off the hook if you take possesion, he could claim you took the car knowing it had no engine, remember think and prepair for the worse, your going out there to pick up a car, you have no way of proving that you did not get the engine that belongs in that car, is he willing to sign a written statement? to that effect? I see it as too much of a risk, this is an important item for you and your family, don't leave any stones un-turn'd

THEFT is when a person Knowingly obtains or exerts unauthorized control over the property of another, with intent to deprive the owner of his or her property; -Thats the LAW, if he is trying to deprive you of the emgine which is well over the usual $500 then it's consider'd grand theft. remember he's trying to deprive you by not telling you where the engine is ( not just a phone number- which he'll give you that but it will lead to no-where) I know it may be hard but picking up the car with out the engine does'nt really make sence. here's NJ's website hope you can find some site's to use.
