I took the flexible line off in front where it connects to return. The hole was so small in the line where they crimped it i could barley get a 3/32 drill bit in. turning it by hand. so i drill it out a few sizes bigger. now vac line off at 43psi vac line on 36psi. BLM is now at 116-117 Looks like this part is fixed. now to the next thing.looks like from factory they crimped it to much very small hole. thanks for everyones help.
fuel pressure will not go be low 41psi
