We use a re-stalled stock D-5 converter at 3000 RPM with stock and 44/49 turbos with great success.
My "garage queen", all stock 1987 T except it has a 3000 stall 10" which launches great even with the stock turbo and crummy tires I was using in 1990, the last time last it was at the track.
The white car in my sig has a 5000 stall, so do not get confused!

A D5 won't stall anywhere near 3000 at 0-1# of boost. It may go 3000 at 5-7psi. When talking 0-1# of boost. A good restalled D5 will go 2200-2300. Stock is about 1600-1800.
A stock D5 with stock or slightly larger turbo will stall quite easily to 3000-3300 rpm with 15-20 lbs when a transbrake is used.
With all the upgrades available today for a Blown Buick, it gets confusing real quick. I can still remember just how vicious a stocker could launch with slicks and 15+ lbs, good times, just have the engine restrained well.

and that is due to the 12" diameter.
Hard to build an efficient high stall convertor on a 12" core.
I had a 12" 2400 convertor that flashed to 3000 and it had about 9% of slippage
Now I have a 10" 3200 that flashes to 3500 and it has about 4-5% of slippage
These 2 examples are NOT with a turbo Buick....
