402 rwhp on stock injectors/fuel pump??

i was bored with all this rain in the north east so i dug out some old magazines. in an old 1998 Engine Masters issue Kenne Bell did a build up in a stock 110,00 mile gn and got over 400 rwhp with stock injectors,fuel pump, and stock heads. i know he had a good tuning skills but is this possible or should i say safe? it was done with a 13.8:1 air/fuel and 65 psi of fuel pressure.
