Why no boost with no load

I guess this is pretty basic, but I hadn't really thought about it before... we all know that you can't build boost without the engine being under load... why exactly is that? What is physically different about WOT in neutral and WOT in drive?
 
No load = no exhaust velocity. Load = time to build exhaust velocity and spin the turbine. you would build a little boost at WOT in neutral if you could keep from zinging up against the rev limiter so fast.
 
I can get to about 5psi before I bang into whatever limiter I have (probably none and I'm breaking something) with my setup. It's funny to spool boost in reverse or neutral with the BstC. You can just do -stupid- stuff with that bad boy. You don't hear it whining the same way you do when you hit 5psi under load though. Oh well.
