Should there be a formed and fitted hose for heater? Is this why the heater don't work?

That is just set up to bypass the throttle body. Won't affect heater operation.

Why would it need to be bypassed?

You can source a couple of caps from an auto parts store or take the hard lines off and have the ends welded closed
 
I welded mine and reprinted the lines. Looked great and takes almost no skill

Kirban and G-Body sells them w/o the nipple's
 
Welded mine and put little silicon caps over the welded stumps to dress up .

If you have them welded up make sure you leak test it afterwards. That's why mine are flattened then welded, it was tough to keep it from leaking by just trying to weld up the hole.
 
I cut the nipples off completely then used a small piece of scotch brite type material soaked in JB Weld to plug the hole. Then once it set up a little I finshed blending the surface smooth with more JB.W, sanded, painted, and can't tell it was there. It has been on the car for almost 20 years with no issues.
