trying to bleed brakes.

I just converted over to vacumm brakes and updated the recalled proportioning valve. I know I'm supposed to have to compress the valve on the end of it but it already seems to be maxed out and wont go in. I'm using a c clamp to try and compress it...On my old one, nothing happened either.. But the valve is sticking way out.
So am I missing something??
Can I just crack the fitting where the valve is on the new one basically bypassing the compressing valve?
 
I checked in the FSM and it says a manual over-ride of the valve is only needed on cars w/Rear Drums and Front Disk Brakes when pressure bleeding (using the required equipment).
It doesn't call for it when manual bleeding using the brake pedal. Even then the over-ride was for the front's.

From the same section it says the valve stem needs be held either close or open (in or out).

I've manually bled all four wheels without messing w/the proportioning valve and got good results. Albeit it took awhile.
