Setting Stock Turbo Wastegate Rod

Just getting the car to run, but not sure where to set the rod or how. I cannot make any full throttle runs on the street so is there any way I can set it to be in the ball park.
Please explain. Thanks

start with about a tenth inch of tension on the rod

So what happens if it is too tight or vice versa? Will my boost be either very low or very high depending on the setting? Does the wastegate solenoid take over after the flap is wide open?

If its too tight it will go above 15 psi, but only if you put your foot to the floor. If its too loose then it will keep the puck open and you'll never get boost. If you aren't going full throttle then don't worry about it until you do go full throttle.
