Is there a company that makes bolts for the rocker shafts? I know TA Performance makes studs but I'm looking for bolt replacements.

If they measure 1.5" long, and they are 5/16-18 thread, ARP 651-1500 is what I used on a 3.8 with stock rocker shafts.

Just get a grade 8 bolt and it'll be fine. You don't need any 'custom turbo Buick' bolts there.

I will strongly recommend some rocker saddles though. As you've seen with your own experience it's not a good idea to have the bolt touching the shaft in two small points instead of holding the shaft itself.

ARP rates their bolts as having more tensile strength than grade 8, but grade 8 works fine if you can get them locally.
