What is the purpose of this restrictor?

To slow down the pressure hitting the actuator. Nothing to do with vacuum

Thanks Brian. Would removing the restrictor, or the Y completely, and running a line directly from the compressor housing to the wastegate actuator lower boost levels or just speed up the actuator movement and bypass gases quicker resulting in slower spoolup?

Running the line from the compressor directly to to the actuator should slow spool up for the reason you mentioned as well as lower max boost in some cases but the difference in max boost would be small.
