Questions about ATR dial-a-boost

I just bought a ATR dial a boost off ebay and I just received it today. It looks interesting but I have a few questions. The installation of it seems fairly straight forward but it came with 2 control units. Both are the same type that fits in the ashtray, but I just can't figure out why there are 2 of them. One came with all the vacuum lines and connects already hooked up but the other one looks brand new. what gives?
