Power Master Brakes

Question about my power master brakes, when I go to apply the brakes I noticed that there is some resistance when I press the pedal for a couple of seconds and then I feel the brakes engaging. If I were to do a "panic" stop and quickly apply the brakes I end up locking up the brakes and skidding because of that hard spot, I would have to drive with 2 feet and constantly be "ready" for braking.
Is this normal for the power master brakes in these cars? I change the brake fluid yearly, I syphon out the fluid in the resivour with a turkey baster and refill with AC Delco brake fluid.
