plate under carb

have a 83 t-type took the carb off when i removed the turbo. there is a plate under it with 2 wires coming off it with a honeycomb in it . what is it called and where can i get one?
 
It's no longer available and it causes problems. Throw it away and get a thick gasket to replace it.
 
yes it does ! i thinks thats what messed up the turbo.. so the plug in for the wires do i need to do any thing with them?
 
As long as the plug is still there just leave it disconnected. If the plug is missing then put a couple of butt splices on it so it can't short out on something.
 
It's an electrical EFE heater for cold starts. Not needed unless you drive in the cold winter.

Non-turbo 3.8's used an EFE valve (heat riser) in the exhaust manifold.
