oil filter bypass -- again

read thru older threads on engine oil bypass, and the pros/cons of plugging the bypass in the filter's mounting base, and I'm still not quite clear on one thing ...

Since all oil filters have an internal bypass, what's the point in having yet another bypass in the mounting base?

can't the base just be plugged, and the filter will bypass if the cold pressure increases to dangerous levels?

maybe the bypass in base was there in case a filter without an internal bypass was installed, but I'm not aware of any modern filter built this way.
 
The key is not all oil filters have an oil pressure by-pass valve. That is a Ford feature. GM chose to put the valve in the oil filter adapter or in the block. So, no valve in the filter.
