i have a 1993 suburban, 191k miles, took it for an emissons test, and it failed. I gave it an oil change, fresh coolant, new pcv valve, air filter before the test to make sure itd pass. I didnt, and now i have to spend atleast 150 dollars before i can get a waiver, or fix the problem myself. should i go on ahead and do the cap, plugs, wires, timing, or just take it to a shop and have them run an OBD scanner over it?
 
Idle emissions could be something as simple an idle speed adjustment, defective O2 sensor or catalytic converter. NOx is related the EGR, carbon build up, cooling system deficiencies, timing, lean mixture or even catalytic converter. The readings will help.
