Newbie, intro and turbo questions

I have been reading this board for a few weeks now, just signed up. I own a 1986 Pontiac Fiero GT with a 1999 3800 Supercharged engine in it. I have done heads, cam, pulleys, etc to make the car run a best of 12.4 at 108, with a poor tune. I have now decided to move in a new directions and turbo charge the engine. The poor efficiency of the M90 greatly limits the power output.

What I would like to build is a low 10 to high 9 second turbocharged street car. I plan on installing a cage, and getting the car down to about 2500 to 2700 lbs race weight, from the 2900 lb race weight it currently is.

I have a 1999 series II block, which I will probably install 8.0:1 forged pistons. But may stay with the 8.5:1 stock pistons, probably not a good idea, opinions? The heads have been ported and polished and should flow around 200CFM if not a bit more. Turbo Headers and a intake set up will be custom built. I have the ability to tune the 1995 PCM I am currently running.

Questions:
I have seen many options for turbos, there is a 3400lb FWD grand prix running 10.6X with a T64 on 18.5lbs boost on a series II block. This would meet my goals but it seems to be almost at the limit of this turbo? Is that about right?

The T66 has more headroom, but what is lag like on a 3.8L?

Opinions on other turbos that could run into the high 600 HP range?

duration @ .050": 214º/206º,
lobe lifts: .331"/.320"
valve lifts with 1.60:1 rocker arms: .530"/.512"
lobe separation angle: 116º
intake centerline: 110º

duration @ .050": 223º/214º
lobe lifts: .338"/.332"
valve lifts with 1.60:1 rocker arms: .541"/.531"

Mabey the best question to ask is what would you recomend to make a 3.8L run these kinds of times at a 2700lb weight? Experience is the best teacher, and I would rather learn from others, than make all the mistakes my self.

Thank you to anyone who is willing to share.
