low vacuum?

Dealing with a couple issues, so I guess I'll start at idle and work my way up. Pulling 10/12" of vacuum at idle(900) on a reliable gauge. The vacuum does hunt around a little. Checked for vacuum leaks with brake cleaner, none. Pulled the valve covers after I warmed it up and everything looks unform on the travel of the rockers while cranking. It is an older postons 110 cam, and I know some had issues wiping them. Any ideas?
 
Start with a compression test and look up how to read engine vacuum behaviour. Might find ur problem.

Got between 120 and 125 in all the holes. If I installed my cam incorrectly in the advance position, would this cause low vacuum?
 
Check for any exhaust leaks, headers are the likely culprit , then work down the line..
 
Just finished welding up theses headers and a crack on the down pipe by the external gate flange. What do you think about cam timing?
