If you want to lock your converter up it would be at the track. You would simply gound out terminal F in you ALDL connector. They say its worth up to 2 tenths on your quarter mile time, but it is hard on your converter. http://www.gnttype.org/techarea/electrical/switches.html
You lock it up to keep it from slipping. Some aftermarket chips have this built into them under WOT. If not go to www.gnttype.org and search for directions to wire up a switch to lock it or unlock it whenever you like.
