intermittent stall with no start, module?

It seems the higher the ambient temp the more frequent this happens.

WOT, hit 2nd gear and everything shut down a moment later. The direct scan data looks like I turned the key off. It restarted while coasting. The next run it shut off and ended up pushed into the trailer. An hour later, at home it started right up and drove into the garage. Another hour later it wouldn't start.

I followed chart A-3 (crank no-start), with these results:

No injector pulse @ the noid light.
Good power to the injectors.
Ignition module pin P is .05 below battery voltage, 11.95V.
Noid light flashes when I touch IM term C with test light to B+
I momentarily jumped cam sensor (disconnected) terminals B to C, the noid flashed and the engine started.
Voltage at cam sensor pin A should be "over 10V", I had 9.7.

My 1st question is, is that 9.7 low enough below 10V to declare the IM no good?
Moments later the engine started and back probing pin A the meter read 10.00-10.15V
2nd question, is the IM built to send over 10V as long as it is supplied over 10V, or is it built to drop its supplied voltage by some factor?

This has been happening with varying frequency for years and in the past I've replaced the IM and seemingly fixed the problem. When it will not start the VDO dash tach creeps up over 3000 while cranking, but the Direct Scan reads 0 rpm. The DS cable is shielded, I even disconnected the DS to no avail.
