IAC problem

I am having a problem with my IAC counts. I have done all the adjusting nessisary to get the counts down not no matter what I can't get it below about 80 and from my understanding it needs to be much lower. I have a chip for 42lb injectors and I'm not sure if that is what is doing it. My idle is at about 1k and that seems a bit high. Anyway I was just wondering if anyone knows where to go from here? Do I need a new IAC, chip, ext? Any ideas would be appreciated.

Remove the up pipe and try spraying the throttle body with throttle body cleaner. That worked for me.

The voltage is .42. But that is another thing. It rests at that but will jump down to .32 occasionally.
