I.D. this converter

Need help identifying this converter. It's a 10" PTC with these numbers stamped in it: PTC-700-27LUS and what appears to be a serial number: 40569
Anybody have any idea what stall it is? As soon as I find out what it is it will be up for sale. Thanks
