Header panel paint question.

I keep getting different responses here locally. If a header panel has original lacquer paint and has paint checking, does it need to be stripped down to the fiberglass before repainting with base/clear? If not, will the checking come out on the new paint? What proper procedure should be taken? Thanks.
 
All laquer should be removed whether checked or not for the best quality finish.

X2. You will definitely see the checking (shrinking) come through the new finish if you don’t. I’m not aware of any paint systems that go over laquer very well. Best to remove and start fresh.
 
I would feather out any imperfections, and spray it with epoxy primer, then high build, block it out and should be good to paint!

I didnt take mine all the way to fiberglass, but i only painted it 6months ago
 
Like said above carefully strip all old junk off, BE CAREFUL, don't kill the edges...Mike
 
Thank you very much!!!, a body guy suggested I just get a new header panel but I didn't want to buy an aftermarket one.
 
Actually i did try to sand off some of the paint, but i do t think i got it all off.
