FWIW & IMHO:
I think that telling her mom at this point would be a step in the right direction. Whether she is of legal age or not in the state that she lives in her mom/parents should have a right to know.

Be there for her.

If this really happened, she is in her own hell right now. Make sure you tell her that you will be there for her no matter what! She has to know someone cares for her as she feels very hurt right now. Yes get the police involved to keep this animal away from others and make him pay for what he has done!

be there for her and try to understand what a horrible effect this can have on a person, definitely talk to someone and/ or read about survivors of rape.....oh...as far as revenge.. bad things happen to bad people and sometimes you can help these bad things happen....
