how about a forum for the clubs?
Just like you have a "regional" section, maybe you can have a "clubs" section? And all the sub-sections would be the clubs forums. For example, as "Florida" is to "Regional", "SFTBC" would be to "clubs".
Maybe you could make it a requirement that a club has to have 20 members or something.
