I did it the way the article said do it, I didn't describe it correctly in my post. When I did so I wasn't sure if that was the correct way to do it until after I read the instructions.

It almost sounds like you may be doing it backwards. Press the button and pull the cable towards the windshield as far as it will go then let go of the button. Open the throttle and the cable will ratchet to the correct position. Pulling the cable the other direction will make the transmission slip.
