Won't steer while going thru 4" water

It's raining in Cal. today and as I was turning right onto a street and the water in the gutter was about 4" deep, I could barely turn the steering wheel while going thru the water. After getting past this "deep" water, the steering was working again. The engine did not sputter so I wasn't losing power steering assist. Any ideas, theories? Thanks in advance.

My 87 350 formual firbird does the same thing.....as salvagev6 said.....wet belt.

i recently developed the same problem,made me wonder if the idler pulley is starting to lose tension after 15 yrs

When the serpentine belt gets soaked it slips on the power steering pulley. The p/s pulley wont spin as fast so the power steering isnt really even working.

Mine wouldn't turn in 4 inches of water either, TILL I put the RUDDER on the back.
