Won't steer while going thru 4" water

It's raining in Cal. today and as I was turning right onto a street and the water in the gutter was about 4" deep, I could barely turn the steering wheel while going thru the water. After getting past this "deep" water, the steering was working again. The engine did not sputter so I wasn't losing power steering assist. Any ideas, theories? Thanks in advance.

My 87 350 formual firbird does the same thing.....as salvagev6 said.....wet belt.

i recently developed the same problem,made me wonder if the idler pulley is starting to lose tension after 15 yrs:confused:
 
When the serpentine belt gets soaked it slips on the power steering pulley. The p/s pulley wont spin as fast so the power steering isnt really even working.
 
:D Mine wouldn't turn in 4 inches of water either, TILL I put the RUDDER on the back. :D
