I did some researched and found the brand named "Long" TRU-COOL LPD (Low Pressure Drop) system #LPD4543
According to the manufacture and is written on the box:
The unique Tru-Cool allows the cooler, thicker ATF to flow more efficiently through two open bypass channels positioned at the top of the cooler.
As operating temperatures increase, the ATF becomes hotter and thinner. It's then directed through the core where it is cooled.
Tru-Cool's highly efficient cooling technology combines improved protection against lube system failure with optimal heat transfer.

Yes, most of the "Tru-Cool" coolers are self regulating, so there isn't a need for an additional inline Regulator for cold weather use.
The "Tru-Cool" (Max & Industrial) series are not the LPD/Self Regulating design, Medium & Heavy Duty series are.
Regulators are recommended for temps below 32*F.
