Does not depend on set up. Generally speaking you want to see it in the range of around .40 - .46 at idle and 4.20 - 4.60 (don't exceed 4.80) at WOT. No magic numbers. You are correct. The range isn't as sensitive as most people think. .40-.44v at idle and 4.0-4.5v at WOT are typical settings. The computer uses a lot more than the tps value to calculate fueling and timing. The tps value is only one of the parameters it uses to calculate load on the motor.
