from all the feedback on this and other forums, most guys are saying they're only good til about 22-23lbs of boost.

Everything you asked depends on a ton of variables. But if you aren't seeing full boost by 3200rpm then it's time to tweak it out a bit.
And 21psi with the stock turbo and no backpressure freeing mods is probably like 28psi at the turbo which is why that turbo is done. Wanna make it more efficient at say 24psi, start opening up some back pressure in the intercooler ( FMIC freed up 3 1/2 psi over the Dutt Neck which freed up 2psi ), TB ( freed up 3psi ), heads ( will find out exact amount really soon ), downpipe and exhaust ( can't remember way to long ago
) and watch that turbo scream at mid 20 psi.
