Almost doesn't surprise me. Some people would steal anything if it was worth a buck. Think crackheads and low lifes. They'd probably even steal the food right out of your mouth.

What does surprise me is there was a dead body there that people knew about it. And it sounds as if the cops were tipped off but did nothing more.
