Shifts To Early

I have done a search, but I want someones opinion on my situation. My car used to shift alot higher before I installed a CK Performance shift kit, but now it shifts around 4000 RPMS at WOT. Part throttle shifts are great. Would shimming the throttle valve limit spring be the best route to take to raise my shift points or would taking weight off the governor be the best route?
