setting lash on scorpion rockers and polylocks

So i was setting the lash on my motor. I noticed on #1 cylinder I moved the pushrod up and down and turning while i tighten the poly lock down then i give it one full turn for preload with a ratchet and lock the set screw, then on 3# and #5 cylinder when i repeat the same procedure when i want to give the poly lock one full turn with the ratchet i feel like im over tightening and cant get a full turn on it. It feels like its binding. I am wondering what would cause this? Could the Hyd lifter be seized up?

This is with an 8.550" pushrod

Remove the rocker and see how the threads feel.


Even if the lifter was stuck, running down the poly lock would just open the valve. (not ideal, but not a reason to feel like a bottomed bolt)
