rpm max? for a stock motor with apr rod bolts

Basically my question is,

I recently had a transmission shop rebuilt my transmission, they were supposed to install a 3000rpm stall speed converter, instead they install a 4800 , the transmission shifts consistently at 5500, the bottom end is put together with APR rod bolts, I run 18 pounds, on 93 octane, the car low 12's, does anyone know what what these motors can handle when basically stock?

Thanks
Steve.

Assuming that the stock cam is still in there I'll make this comment. On the dyno with a stock cam the power curve started to drastically drop at ~4900 RPM and was near gone by 5200-5300 RPM. THe converter you have now is way TOO loose unless you have BIG turbo you need to get moving. That loose of a stall is killing your performance to an extent. With that much stall you really need to be spinning the motor to 6000+ RPM, and that's too much for a non-girdled, non-roller production block IMO.
