Rebuilt turbo is still smoking!

On my 85 hot air, the turbo went out, so I had it rebuilt. After install I primed the oil system and fired it up and it has been a smoke show since. Now I'm seeing some oil dripping out of the exhaust side! To me, it sounds like this turbo has failed again. Any ideas?

Who did the rebuild? Was the return line checked to ensure constant downward slope? Was the oil changed?
