Rear brakes needed don't have any

New postmaster.no rear brakes. News drums.shoes new everything.even new brake lines. Then converted to vacuum system from Monte Carlo SS.still no rear brakes.third time's the charm right? New manual set-up from TRZ. Still no rear brakes. At 0 boost tires brake loose (spin).forgot to mention about 2 gallons of brake fluid from the bleeding process.all three master cylinders were bench bled prior to installation. What small detail am I missing?

Did you depress (lock down with a clamp) the rubber button on the front of the brass brake proportioning valve while you started to bleed them? Start with the passenger rear brakes first, followed by the drivers side rear .......then move on to the fronts.

Was just going to mention pro portioning valve. I had same problem,My cast iron unit was seized. Got a new one from kirban.
 
Yes the plunger was seized on the old one.so we installed a new one .

Are the drums assembled properly? Do you have a working emergency brake? Post a photo of the brake mechanism inside the drum.
