quarter panel drain holes

Hey guys, I'm doing a little rust repair on the front lower corner of my wheel well and I noticed there appears to be drain holes in the front section of the quarter but I'm not sure. Mine appear to be blocked with corrosion inhibitor and may even be pinched shut. I can post photos if I figure out how but someone probably is pretty familiar with this. Thanks
