NO! Oxygen is not inert. Far, far from it. As mentioned above, it is an oxidizer - VERY reactive. Typical "Inerts" are nitrogen, helium, argon.

Oxygen can put out a small fire, because enough will take it out of a flammabilty region just as too little will. This is a foolish practice IMO, because on the wrong fire, instead of smothering it, it will make it worse, much worse.

Not understanding the difference between oxidizers and inerts can cuase somebody serious injury or death. :(
