Paint fix/correction

I have what appears to be either water spots or some type of chemical spray/mist on the decklid.
Can I wetsand that out, then polish or is that too aggressive? Bad pic but inbetween the sun glare and where its dark you can see it. I initially tried to clay bar it but that did nothing.

Looks like there are tiny chips or pits that have been filled in with dried wax etc. I'ld have a professional look at it to see if those are too deep to come out.
 
Its had a respray. Deltron 2 stage base/clear.
It does look like its chipped but its something on the clear coat.
 
Try a detailing clay first to see if it maybe something on the paint. If that doesn't help then try some compound first. The picture looks like the clear is starting to pop from lack of clearcoat thickness. But don't let that scare you, might not be that.
 
Looks exactly like what happened to my 84 GP, clear has started to pull away and leaving the same marks. I thought it was watermarks also, but it has only gotten worse over the last couple years. Doesn’t bother me much since it’s going in for a frame off their winter.
