Off topic: Building permits

I'm looking to buy a place soon. Lookin at a few in Kbay. Some had uncovered patios. My question: If I cover it or enclose it, Do I need a permit? At what point does it stop being an enclosed patio and another room. Had a house in Oklahoma. It had a Sun room. Many houses had them. Was told that if it was heated and cooled and had outlets that it counted toward it's square feet.
 
I was told that is you don't extend it you don't need a permit.

But if the home is in a private community you will need to contact them.
 
Thanks. What is considered an extension? Is an open patio and extension?
 
I don't think open patios(roof only) require permits but the enclosed(walls) ones do. Maybe a patio with just screens wouldn't require a permit. I think an extension would be anything not already existing on the house.
