No signal at the cam sensor

Been having issues for a while now. Cannot start the car. I've replaced the cam sensor cap and inspected the cam sensor and it looks fine and followed all the instructions for caspers cap to the T. I had no LeD light on the cap so I went the multimeter route and i have no voltage at all. Not sure if even though the cam sensor looks well under inspection, can it still be trash? Or what the hell else could be going on? The only thing I havent done is pull the harness to inspect the wire itself, but I want to believe its ok as my car was just rebuilt and I had it started twice (with some trepidation). Ecu is brand new and fine so no issues there. I have an 85' Hotair with an 86-7 ecm TT chip and everything else in the engine bay, except for the a/c compressor and the wiring harness, is brand spankin new. At my wits end. I wish I had a tech on Long island, NY that would come to look at it. Any help is greatly appreciated. Thanks
 
Let us know if you get stumped. Lots of stuff to get to fuel, compression, timing.
 
10-4 Tex. I know for sure I've got good fuel pressure, air, and spark. I have not however checked injector pulse, and I know for sure that the cam sensor is out of position. I will be checking everything i haven't Asap. Fuses, ecm connections, harness and every connector, and report back with my findings. Thank you all very much for the input. I definitely want to exhaust all options before I dole out 100 plus an hour.
 
Unplug the ignition module and retension all the pins
