No boost after rebuild and re-stall

Got my car back after rebuild. D5 was supposed to be re-stalled to 2800. Use to build boost at the line to 5#'s with little effort. Now I start to spin at 2200 rpm and 0 boost. Converter re-stalled or stolen? Help!
 
i'd talk to whoever did it, it sounds like they lowered the stall speed. but what do i know?
 
Usually a lower stall won't let you spin them because it won't have much torque multiplication compared to a 2800. It can't get enough rpms to start to build boost. When I installed my 10" 3000 converter, I noticed it will easily spin the Nitto's at around 1400rpm just stabbing the throttle compared to the stock converter when I had to build boost to turn the tires. My 84T had a 1654 D7 stall when I bought it and it would never spin the tires...MAYBE in water. MAYBE. :D
