New proportioning block question

What is the story of having to clamp the pin in on a proportioning valve?
Is there a reason, or is it only necessary sometimes?
 
It's a story for a bleeding procedure, supposed to keep air out or from getting trapped in the valve.

I've never done it in 24 years and bled the brakes a lot front and back.
 
GM made the valve so that if you've got a leak in one of the rears or fronts the valve will go to one end or the other to reduce brake fluid flow. By depressing the tip of the valve on the end you move the valve to a nuetral position so that the fluid won't be restricted when you bleed the brakes out.
