More injector or not enough pump?

Been a looong time since I've posted anything and have discussed it a few times and always seems to be different opinions but no hard evidence of faulty parts. About 23 psi is all I have ever been able to get out of it since I slapped on the modded turbo from Brian a few years back. Chip burned for combo has always been maxed out. AFR has always been around 11.0 give or take depending on weather. Strapped a fp guage to the windshield and is around 62 psi with base at 43 psi. Not the most accurate guage but its enough to tell me if it's keeping up. 02 is new. New ac fuel filter and fresh alky. Alky pump pressure is well over 200psi. The car does get more fuel with adding through the chip so I don't think the pump is the problem. I did replace all the lines from classic tube.

No voltage drops on hard pulls either. I do get KR but I'm sure it's false from either shifting or the intercooler pipe banging on my big trans cooler once in a while.
