Interior electrical

None of my interior lights (footwell, dome, etc.) work, the radio doesn't power up, the horn doesn't work and the dash (electronic) keeps resetting back to KM from MI every time the car is turned off. The dash lights work when the headlight switch is turned on. Also, the fuse for the interior lights will blow immediately when inserted (with sparks).
Can someone point me in the right direction to where the problem may be without having to yank every fuse?

my shifter cut the wire in the counsel about 5 yrs ago. it took out the radio and other items. resoldered and ty-wrapped out of the way. done

Sorry for the late reply but my problem was the passenger lighted visor. It was unplugged (obviously for a reason) and as soon as I plugged it in the fuse blows. I left it unplugged for now and will trace the wire later.
