i get on it and its hits 15 psi of boost but goes no where

i get on the highway and get on it to about 15 psi and it goes nowhere like it's knocking and retarding back but no knock on the scanmaster
I just filled it up with gas, could it be bad gas?
i checked the tps for misalinment but all looks good
