Help with non-Buick smog problem

Could someone help out with a non-Buick smog problem? My girlfriend's daughter failed her california smog test recently. The vehicle is a 1993 Chevy pickup K-1500 (4 wheel drive) with 5.7 engine. The vehicle failed the HC portion with the following numbers:

15 MPH 118 (115 Max)
25 MPH 103 (92 Max)

The truck doesn't blow smoke but the exhaust smell is strong at idle. She didn't tune the truck prior to the inspection so I suspect that tuning is the problem. Are high HC numbers generally related to poor tuning or perhaps a tired cat converter?

High HC's are usually tune up things.
